I probably won't ever use it, as it seems easier to just put the banner into a wad and install it via wifi / sd than to put the new banner on the sd, launch the app and replace the banner.

It seems useful if we were to get around copyrights on banners (hbc banner change, etc.), and if we wanted to distribute a copy of a channel, but it would be illigal (nandloader, app inside, etc.) for example, just take the banner, and distro that, and you can install it on to the channel (mii channel for ex.).

Not really, customizemii is now a pretty mature application that can achieve the same result on all current homebrew wads (including HBC). This method would make it eaier to distribute modifications to official channels (different because they have more than 3 app files in them. which customizemii can't cope with, by design).
I can't imagine a sudden surge in people wanting to redo banners for official channels.
This would surely be more be for interest sake, rather than a real practical purpose. If the sole purpose is to avoid copyright infingement then people can freely distribute 00.app and the end user can easily insert it with wwpacker 1.84 or equivalent tools
